The results of an internal inquiry into an incident that happened last year in which an officer named Anthony Hair locked himself in the rear of a patrol car while driving a lady to a county jail facility was recently made public by the San Diego Police Department.
The investigation by San Diego Police Department discovered that then-Officer Anthony Hair broke several rules and laws in relation to what happened with the female detainee on August 15, 2023. It includes transcripts from witness testimonies as well as body-worn camera footage.
According to the report, Hair resigned from his position on September 14, 2023, one day before he was due to be questioned by the Internal Affairs investigator who was looking into the event. Hair had been with SDPD for two years at the time of the incident.

The incident reportedly started at 8 p.m. when Anthony Hair and a few other officers arrived to the intersection of Denver Street and Clairemont Avenue in Bay Park to help with the arrest of people who were suspected of auto theft.
The unidentified woman who had been detained on a warrant was one of the detainees whom the officer was assigned to move. Hair left the SDPD’s Northern Division substation around 1:10 a.m. in order to book the woman into the Las Colinas Women’s Detention Facility.
According to the investigation, Hair shut himself in the rear caged compartment of his patrol car barely two blocks before reaching Las Colinas, some twenty minutes after the two left the Northern Division.

After more than an hour in the backseat with the female detainee, a supervisor finally arrived at 2:40 a.m. and unlocked the door. His body-worn camera wasn’t recording the entire time he was in the backseat.
Hair mentioned that he was checking on the woman for a potential medical issue when the car door unintentionally shut and locked him inside during the initial part of the investigation, which he participated in before resigning.
The woman confirmed this in interviews, telling detectives that there was no s*xual activity between them.
Hair’s body-worn camera did, however, capture a few instances during the woman’s transportation when provocative remarks were made.

A conversation in which the woman inquired as to his marital status as she was being driven to the SDPD headquarters and then to the Northern Division substation was captured on video by Hair with Hair going onto confirm that he was single and unmarried but the woman had a boyfriend. Officer Anthony Hair left the police around a month after a probe was launched following the incident in August 2023.
A little while later, there was a loud commotion coming from the backseat, which was probably her removing her seat belt. Then, investigators claim, the camera records groans coming from the backseat.
Hair could be heard in the backseat, inquiring for the woman’s well-being as they approached Las Colinas. He switched off the video when he turned right at a traffic signal close to Las Colinas.

Final report against Anthony Hair
The inquiry came to the conclusion that Anthony Hair had broken several state laws and at least seven department policies during the course of the encounter, but it did not determine whether or not anything had happened between the two while he was imprisoned in the back.
The violations included driving over the speed limit needlessly, making “provable false statements” in his police report and in statements to investigators, failing to record the entirety of his transport of the female detainee, and failing to alert emergency medical services when he suspected a prisoner was experiencing a medical emergency.
