1. 0.63 is not equal to 0.625 (orange cells).
2. There is a typo in B22 (yellow cell).
3. Try:
=INDEX($C$7:$I$23,MATCH(SMALL($B$7:$B$23,COUNTIF($B$7:$B$23,"<"&M18)+1),$B$7:$B$23,0),MATCH(M17,$C$6:$I$6,0))

If you have 2021 or 365:
=LET(pd,FILTER(C7:I23,C6:I6=M17),XLOOKUP(M18,B7:B23,pd,"",1))

So you have 2021 - did my solution work for you, then?

I did not 'forget' to say - I just didn't bother. It wasn't the only value I changed, either. I changed all that had three decimal places and rounded them up to two.Please note that Ali changed the value in B10 to 0.63, and forgot to tell you.
